One thing I have seen quite a big interest in is a UserGroup module.

For example, a user should be able to define a group (eg. "My Friends") and add users to this group. The admin should also be able to make groups that are not modifable.

Then when a user creates an Event, they could invite a group - eg. invite My Friends to save them having to select individual people.

This would be a separate module I think so that it could be used by module developers for other modules - eg. whenever you want a list of users returned you could pick a group.

This would be a logical grouping and not be related to security/permissions.
