Format the dates in [LASTLOGINTIME] and others

Details:	The Tags that use dates should format to the site's date formatting. My site is Based in USA sor it should be mm/dd/yyy hh:mm tt or something like that. The Date format is currently hard coded to dd MM yyyy, with MM = full month name (March). The other option is to make it formattable within the tag, ie: [LASTLOGINDATE:mm/dd/yyyy] or [LASTLOGINDATE:MM dd, yyyy]
